Globally there are 11.4m refugees and 26.4m IDPs according to UNHCR. Darfur crisis affected 4.2m people and displaced 2m in 2004 today 448,889 people are still living as IDPs. In Chad where 700,000 have had to flee fighting more than 185,000 people are displaced and living in camps. In Congo around 1.36m are displaced with 45,000 dying each month from poverty related causes and other diseases. The lives of innocent in Iraq and Afghanistan as a result of US-led strikes will reveal even more gruesome stories.
As of 22 May 09 there were 288,938 persons at welfare camps in the North of Sri Lanka. None of the above countries or any other including Iraq, Afghanistan and the Balkans were able to resettle 40,000 within 3 months of ending the conflict and none of these conflict ridden countries can boast of having ended a conflict which means that these IDP or refugee figures globally are likely to escalate at any given time.
Moreover, all resettlements of the displaced in Sri Lanka are tied to programs that provide each family with 25,000 rupees to rebuild their houses, free seed paddy to start their livelihood & free food for 6 months – even the poverty stricken others throughout the rest of Sri Lanka are not given such facilities.....(Read in Full)

ICRC example of INGO governance in Sri Lanka
"Almost 80% of the donors' money, they spent on enjoying themselves," says a Sri Lankan ICRC employee about the expatriate management of the organization he works. In an email, addressed to defence.lk team, this apparent employee of the ICRC Sri Lanka branch, expresses his grievances that seriously questions the governance and the integrity of the organization that has been formed to achieve highly righteous objectives.
1. All decisions are unilateral and dictated to the 'locals'- no discussions are entertained - The policy is "take it or leave it".
2. Expatriates come in to the country on tourist visa (30 days) and but work - e.g. Robert Cook (left already), Franchesca De Allegry is currently working as administrator (expecting to leave around 18-09-2009).
3.The daily 'press cuts' circulated inside the ICRC gives number one priority to tamilnet.com and other anti-Sri Lankan websites/news papers - the locals in the press section compiling these are kept on a 'false' high pedestal. Adverse comments about Sri Lanka are given high circulation.
4. They value anything anti-government - e.g. Channel 4 Broadcast. But presently, keeping a very low profile, fearing to be kicked out of the country.
5. An excess of idling expatriate staff is seen now in Colombo & Vavuniya- they could be seen browsing the Internet or having coffee & refreshments on the expense of the Chief's Secretary, right through out the day - all the time enjoying the all inclusive expatriate facilities that the ICRC pampers them with.........

Revelations that a Latrobe Valley man fathered four children with his daughter over 30 years have rocked Victoria a day after the Ombudsman slammed the state's record on child protection.The man, in his 60s, is charged with multiple counts of rape and incest in a case that echoes Austria's Fritzl incest horror.According to reports, the man raped his daughter almost daily for 30 years and fathered her four children.The man, who cannot be named, was initially charged with 83 offences, most of which have been withdrawn by police.He now faces 13 charges, including five of incest, five of rape and two of indecently assaulting a girl under the age of 16. Channel 4 TV Must Eat Its Digits – Fake Execution Video Exposed!
The Asian Tribune has obtained the expert-evidence to prove that the video has been doctored to cater for the right audience – the human-rights body who normally turns its back on human-wrongs and the league with vested interests those who are determined to tarnish the image of Sri Lanka at a time that it tries to stand on its feet.Siri Hewa, the former head of Cisco’s global broadcast and digital video practice, at Present I am executive Director at IPTV System, who currently serves as the chief architect of Optus’ Network Systems Design Broadcast and Satellite TV operation has uncovered evidence of doctoring in the original footage telecast by the Channel 4. It shows the extent to which the bosses of Channel 4 go in combining malice and ignorance in equal measure.
Siri Hewa analyses the startling findings for the Asain Tribune this way:
“Looking at the footage first thing I found strange was the high quality of the video, lack of cascading effects and motion blur that associate with mobile video coding. I got hold of the original video that was in QuickTime format as well as the other that was in AVI format and decided to put through various analysers to see origin of the video from the mobile source.
Looking at the results, I can say this video never came from a mobile phone, since the original video is of quite high standard and motion vectors were of high quality ( that never come from mobile phone) and I also found that the Tamilnet tried to put this video in 3GPP format which is associated with mobile phones.
