"Almost 80% of the donors' money, they spent on enjoying themselves," says a Sri Lankan ICRC employee about the expatriate management of the organization he works. In an email, addressed to defence.lk team, this apparent employee of the ICRC Sri Lanka branch, expresses his grievances that seriously questions the governance and the integrity of the organization that has been formed to achieve highly righteous objectives.
1. All decisions are unilateral and dictated to the 'locals'- no discussions are entertained - The policy is "take it or leave it".
2. Expatriates come in to the country on tourist visa (30 days) and but work - e.g. Robert Cook (left already), Franchesca De Allegry is currently working as administrator (expecting to leave around 18-09-2009).
3.The daily 'press cuts' circulated inside the ICRC gives number one priority to tamilnet.com and other anti-Sri Lankan websites/news papers - the locals in the press section compiling these are kept on a 'false' high pedestal. Adverse comments about Sri Lanka are given high circulation.
4. They value anything anti-government - e.g. Channel 4 Broadcast. But presently, keeping a very low profile, fearing to be kicked out of the country.
5. An excess of idling expatriate staff is seen now in Colombo & Vavuniya- they could be seen browsing the Internet or having coffee & refreshments on the expense of the Chief's Secretary, right through out the day - all the time enjoying the all inclusive expatriate facilities that the ICRC pampers them with.........
